1. Acceptance of application

1) Service office: Publication printing section.

2) Service site: Service office located in the lobby.

3) Service scope: Application for launch of foreign-owned enterprise printing packages.

4) Service standard: Applicant should submit complete and valid application documents.

5) Service responsibilities: Those fail to submit complete and valid application documents and whose application cannot be accepted temporarily will be informed of the detailed requirements in the form of notice letter.

6) Time limit: One working day

2. Review

1) Service office: Relevant departments in charge of publication printing and publication market are responsible for the review.

2) Service standard: Applicant applying for launch of foreign-owned enterprise should meet following requirements:

(1)Be qualified for qualifications set forth by Press and Publication General Administration and Foreign Trading & Economy Cooperative Department.

a. Investor(s) applying for launch of foreign-owned enterprise shall be legal person liable for civil liability independently, and experienced in directly or indirectly operating or managing printing enterprise.

b. Investor(s) should meet one of following requirements: 
Be able to provide advanced international printing operating management modes and experiences.
Be able to provide advanced printing technology and equipment.
Be able to provide powerful funds.

c. Foreign-owned enterprise should be set up in the form of company with limited liability.

d. Foreign-owned enterprise printing packages must have at least 10million RMB of registered capital.

e. At least 600m2 of workshops.

f. Operation period cannot exceed 30 years normally.

(2)Conform to total business volume, structure and plan set forth by Press and Publication General Administration.

(3)Two copies of application documents below are submitted:
a. Application

b. Project proposal signed by legal representatives, including investor’s name and address; name, legal person, address, business scope, registered capital and total investment of foreign-owned enterprise; investor’s contribution form and amount.

c. Feasibility report of project.

d. Investor’s register certificate (copies), its legal representatives’ IDs (copies) and certificates for credit standings.

e. Property certificates or lease contractors of workshops.

f. Printing equipment list or equipment investment list and purchase plan.

g. Fire control proposal.

h. Sites for business operation;

3)Service responsibilities: Responsible for giving review comments, and submitting the documents to the chief in charge for examination and decision.

4) Time limit: Seven working days

3. Examination and decision

1) Service office: Department in charge of printing sector approves the application.

2) Service standard: If the application is confirmed to be acceptable according to provisions set forth by Press and Publication General Administration and Foreign Trade & Economy Cooperative Department, it will be approved.

3) Service responsibilities: The department in charge of printing sector will check the application initially according to scope of authority authorized by Administration of Press and Publication of Guangdong Province, and submits it to the Administration for approval.

4) Time limit: Three working days
