Clause 4 and 21 of Management Procedure of Internal Informational Publications (Order of Press and Publication General Administration in 1997 ****0)
2. Requirements
1) Internal informational publications refer to unsaleable printed materials in volume, foldout or leaf, which are used the purpose of internal guideline and information exchange within the sector, field and company, excluding some informational materials such as documental bulletin.
2) Internal informational publications are strictly restricted to internal exchange within the sector, field and company, and unallowable for profiting from advertisement, subscription, sponsor or payable business activities; and circulating overseas. Printing Permit cannot be used beyond permissible publications.
3) Publications cannot contain following contents:
(1) Violating basic principles on which constitution is based.
(2) Objecting union of China and integrality of sovereignty and dominion; harming national security, honor and interests.
(3) Instigating nation split, harming habits and customs of ethnic minority, and damaging national unity.
(4) Disclosing state secrets.
(5) Promulgating bawdry, superstition or violence and harming social morality and national culture and tradition.
(6) Insulting or disparaging others.
(7) Any other contents prohibited by laws and regulation.
3. Documents to be submitted
1) Applicant(s) fill in Registration Form of Application for Uncommercial Publications Permit in Guangzhou and submit it to our service office while the publication or its final proof shall be attached.
2) In the case of any state secrets included in the publication, it must be submitted to National Confidential Bureau (in Guangzhou) for check and approval firstly; in the case of any religion and nationality issue included in the publication, it must be submitted to provincial religion and nationality affairs administration at A level for approval.
3) In the case of publication circulated overseas, it must be submitted to local foreign affairs department for approval if compiled and printed by a district or county publishing house, and to foreign affairs office under municipal party committee for approval if compiled and printed by a publishing house directly under Guangzhou.
4. Procedure
1) The service office will send received application (including other required documents) to Press and Publication Division on the same day. The Division will confirm approval or rejection within thirteen working days from receipt. In the case of approval, a Permit for Uncommercial Publication is released. Subsequently, the service office issues a notice to applicant(s).
2) The applicant(s) must submit three samples of publication to the service office within seven working days after the publication is printed. The office sends the samples to the Division for file.
5. Process
Accept (registration form and any other required documents) and issue return-receipt --> submit them for approval --> release Permit for Uncommercial Publication
