According to the report, direct investment in the implementation of the National Action Plan for the Prevention and Control of Atmospheric Pollution (2013-2017) (hereinafter referred to as the Action Plan) totals 1.84 trillion yuan, an increase of 8% compared with the previously estimated 1.7 trillion yuan. The investment demand of optimizing energy structure, mobile source pollution control, industrial enterprise pollution control and non-point source pollution control are 284.40 billion yuan, 1406.766 billion yuan, 91.544 billion yuan and 61.572 billion yuan, respectively. Among them, mobile source pollution prevention and control needs the most funds, which is more than three times the sum of the other three parts.
It needs to be mentioned that the direct investment in the implementation of the action plan for air pollution prevention and control in Beijing, Tianjin, Hebei, the Yangtze River Delta and the Pearl River Delta need 249.29 billion yuan, 238.469 billion yuan and 90.358 billion yuan respectively. Among them, the largest part of investment required by Beijing, Tianjin and Hebei is industrial enterprise pollution control, while the largest part of investment required by the Yangtze River Delta and the Pearl River Delta is mobile source pollution control.
It is understood that pollution control in industrial enterprises mainly includes desulfurization, denitrification and dust removal in heavy polluting industries such as thermal power, iron and steel, cement and petrochemical industries; mobile pollution sources prevention and control includes the development of new energy vehicles, the elimination of yellow standard cars, oil upgrading; energy structure optimization includes transformation and shutdown of coal-fired boilers, and Central heating in industrial parks.
Dong Zhanfeng, deputy director of the Environmental Policy Department of the Environmental Planning Institute of the Ministry of Environmental Protection, said that the total investment in air pollution control in China is still seriously insufficient, over-reliance on government financial investment and single financing channels.
In terms of policy recommendations, he proposed to increase investment in air pollution control funds and vigorously promote the development of green environmental protection industry. We will further increase financial input to ensure the implementation and effectiveness of various air pollution measures. In particular, we should increase the investment in the treatment of traffic pollution sources, and accelerate the development of new energy vehicles while eliminating the Yellow standard cars and old cars.
